Join us for a presentation that will include a summary of the negotiation process for the Umbrella Final Agreement and Yukon First Nation final and self-government agreements and various ancillary agreements, such as the financial transfer agreement, tax collection agreements, program and service transfer agreements and administration of justice agreements.

The event will also include an overview of the key elements of the UFA and the Yukon First Nation self-government agreements: (a) land; (b) resource management; (c) self-government; and (d) financial matters.

A review of the implementation experience over the past 30 years and identification of outcomes and challenges will be provided.

Bio:
Daryn Leas has provided legal services to many of the self-governing Yukon First Nations and their organizations for more than 30 years, including as chief legal counsel for the Council of Yukon First Nations. He has also represented Indigenous groups and organizations in British Columbia, Northwest Territories and Alberta.

His law practice has focused in the areas of constitutional, environmental and trust law with a specialization in First Nation issues. Among other matters, he has represented various First Nations with respect to the negotiation and implementation of their respective treaties and resource management agreements relating to their aboriginal and treaty rights. He has worked with many First Nations with respect to the development, implementation and operation of their respective trusts to manage their community wealth.

After completing a Bachelor of Arts (Political Science) at the University of British Columbia in 1990, he graduated from the Faculty of Law at the University of Toronto in 1993.

He is a citizen of the Tr’ondëk Hwëch’in and a member of the Crow clan. He has four children and a German shepherd girl.

This CPD has been approved for 1 hour and 30 minutes by the Law Society of British Columbia and may be applied towards the mandatory 12 hour Continuing Professional Development requirement in both BC and Yukon.
